New ESSA Resources: Federal Guidance, NAEHCY Tools, and More

ESSA’s amendments to the McKinney-Vento Act will take effect on October 1, giving schools new tools to support homeless students for the first time since 2001. Fortunately, there are many new resources to help: new federal guidance from the U.S. Department of Education, updated PowerPoint templates from NAEHCY, sample policies, and more. U.S. Department of Education Non-Regulatory Guidance package. On July 27, the U.S. Department of Education released a new package of materials on the education of children and youth experiencing homelessness. While the Department’s guidance is non-binding, it does provide important tips for implementation, as well as the Department’s interpretation of provisions in the new law. The guidance package includes:

ESSA requires training and professional development at all levels: State coordinators must provide professional development opportunities to liaisons; liaisons must participate in the professional training offered by state; and liaisons must provide professional development to school personnel. Developing Transportation Procedures for Students in Foster Care Under the Every Student Succeeds Act of 2015.
Co-authored with AASA, the School Superintendents Association, this document is intended to help school personnel understand the responsibilities of both child welfare agencies and LEAs for transporting children in foster care. In addition, we provide a series of questions to guide the development of local transportation procedures, including tips to evaluate community needs, available resources, and collaborative opportunities.
